If it was effective wouldn't we have not been in two wars in the wrong countries. So many more people died then had to and many more fucked in the head chasing shitty Intel.
In Hind Site with all the money wasted I could only see this being a boost for more crazies. Lets say they got him and closed the deal in a year, stopped bothering or actually brought him to justice that would have done way more damage to the terrorist Ideology.
