Re: blowing up an oil refinery. He wouldn't, he as you said is a dictator. He doesn't care about his own people he cares about his life of luxury. He wouldn't blow up something that produces money and continues his luxury.

Like I said. The rebels were on the way out. He would have gotten control of the refinery's eventually. After putting down a civil war do you think it would be nice to have all of your refineries or to be down 1, 2, or 3 for no reason?
