Hey guys.

So today I was playing around wth some streaming softwares, can't really seem to find a good one.
I'd like it to be able to pull my whole screen (1920x1200) and downscale it to maybe 720P, and then be able to stream that live on Justin.tv
Also it would be an asset if it recorded the video along with the stream (although I think Justin.tv does that for you)

Any reccomendations?

I wouldn't at all recommend it unless all of the people you expect to watch it are up to par with the speeds required. If you're still serious about it at this point, I would recommend a capture card and a mixer.

Althought, xsplit doesn't really like some games, but works for most.  I can't tell you how many times people say my stream quality is excellent.  BTW, not point in streaming at anything higher than 640x360(2Mbps).  Thats what I stream at.  However, I capture for streaming at 1280x720.  So far the only game that it doesn't like is Fallout 3/New Vegas.  It crashes within the first few mins of playing.

Edit: Forgot to mention that xsplit also has a built in mixer.  So you don't need the virtual audio cable.
