you've got a good eye, any of those will do well. here's the kicker - you'll change your camera several times, but you'll only change your lens when you want to use it.
i've owned the 1000 and the 450, both nice bodies. i'd take a 400 + another lens first, the 450d second.

Should I avoide buying second hand cos you don't know how it's been treated?
a good lens is always >50% used, a camera <50%. the 400D was $500 when introduced here ( i don't know the equivalent) but i would trust a used camera if
a) it looked taken care of
b) sold from a reputable dealer
c) sold by someone that was upgrading
a dealer should offer a short warranty - a private seller, ask them if they still have the warranty card.

the 1000D will come with the same kit lens, except - the one mine came with was ImageStabilized (IS)
for 30 more, i'd do it.
the difference is in the processor, and the sensor in the 1000d seemed to pick up more light.
