The entire city of Atlanta and it's surroundings didn't instantly become infected in 5 minutes and charge one position. As you can see, it takes several hours if not days for infected people to die, then several more hours before they revive. All 500,000 people didn't turn into walkers, so you can take off a huge chunk of that number and pronounce them dead.
Surely the military wasn't immediately deployed. Police units would have set-up "Safe" zones. The entire city of Atlanta can't be monitored though so it's extremely hard to contain a disease like this. Once the police got overwhelmed the military would be called in.
I cannot begin to describe how complicated a situation like this is though, neither do I have any experience on the matter, these are all just assumptions.Once there's few survivors to worry about, it becomes extremely easy for a military unit to clear a block and hold it. Military bases would be able to hold off hordes as well, assuming they don't let a bunch of bitten survivors in. At this point, tanks wouldn't give a fuck about collateral damage, so busting buildings and shit to block streets with rubble is a real possibility, making a practical fortification that is nearly impregnable with properly equipped units defending.
To sum this all up, and in an attempt to clear my thoughts up for you guys, since I don't explain things very well. A well equipped military unit with HMMWVs and tanks would be able to capture a city block and hold it, assuming they get logistics every now and then.
1 - Tanks blitz into city, position themselves on 4 corners of a block. Chop things up a bit. Shoot the sides of buildings to create rubble on 3 of the 4 corners to slow the walkers down when coming over it.
2 - HMMWVs ride in, set up sandbag positions with machine guns and support the tanks.
3 - Infantry clears the block.
That's pretty summed up but I'd think it would work in some situations. This would be with a company sized unit (150 men) with HMMWVs and at least 1 tank and 3 other armored vehicles. Then you have a large area a helicopter could land supplies in and evac if necessary. Voila, you have a safe zone.
I was also thinking about the people taking the tanks, but are they easy to start and drive?
