wait for legion and NCR to duke it out and just pick up the armours.

If by double you mean 20% more and has a longer reload and smaller clip than yes, the Dinner Bell does do double the damage.

I sided with NCR, and as such, had to shoot my way to Caesar.. Found the Teddy and thought it was pretty lulzy that a hardcore legionaire had a Sergeant Teddy

it is fun. I kill anyone that I dont want to please. Mercs, traders, ANY animals. Random people that run up to talk to you. I even made Boone kill Dusty instead of Spoiler (highlight to read):
