Did the mobo posts come with little cardboard rings to put on them before placing the mobo? That's what wound up stopping the shorting for me.

EDIT: when i hit the restart/on switch, the CPU FAN spins MOMENTARILY... for like, 0.5sec, and then stops
the beeping also stops whilst the fan spins... or that may be just because the reset switch has been hit

Old school, that's means PS2 keyboard is missing.
i think the keyboard is the least of its worries when it has absolutely no heatsink control

just not worth the hassle... have isolated EVERYTHING

what prompted you to build your own puter?
i am starting to suspect there is a faulty connection in the top-part of the case, beneath the power switch
when i held it in JUST the right place (i.e. with the right amount of finger pressure), the CPU FAN started spinning and... beeping went away

the thing that is 'daunting' is this shit i'm dealing with now... TROUBLESHOOTING
anything that requires more of a knowledge than 'how to wire it and put it together' and you're basically fucked
i've isolated my problem now... it's a power problem. the CPU-FAN doesn't seem to get first-dibs on the PSU's power when the system first powers on. the DVD-drive and hard-drives and other case fans hog all the juice and the CPU-FAN stalls for 5-10 seconds. the beeping will start for a short part of that time, but then afterwards goes away as the CPU FAN starts to spin. not really sure how to correct this or 'fix' it, tbh.

is the cpu fan a standard 120mm fan with a molex connector or did it come with the fan?
i think the POST error beep codes are normally in the booklet, did you look it up?

CPU fan has a wired power for it, 4-pin

And how are you certain of that? It seems as soon as something doesn't work right away you assume it is dead and get it replaced.

i'm not sure what the fix was... i did everything. reseated, rescrewed, reseated RAM, rebuilt from scratch, essentially
the heatsink fan will spin 3-4 times and not go anywhere on boot-up... then it kicks into life
and yeah it's the screen that dies in standby... and of course, it's been off for 6 weeks now

and also the high-pitch squeal coming from the back power-unit of the screen doesn't bode well
it just flashes on and off in standby... it did it with my last system, which was working perfectly
