They don't want you to pay. Robin said in an email somewhere they he feels that buying a rare item from the shop destroys one's long term goals in the game, and at the same time removes the sense of fun trying to get to it. He said it was an experiment to see how much people were willing to pay to circumvent the drop system. And the answer is a lot.
Everybody assumes that they have to buy this stuff but in reality you're not really supposed to at all. You can if you really want to, and if not it's just business as usual. Find items, craft them into new items.
The crates are a pain but since they're not counted as normal items and aren't on the same drop cycle as normal items you can just ignore them. Or trade them away. Someone is always waiting for crates to trade so he can have a chance at an Unusual Hat.

register your backpack on tf2items.com (or whatever the backpack examiner is) and go to trading, you can post requests and the system will match you with anyone who's willing to trade for that...
