It works both ways. Some people see it as a tool for criminals to see who's packing, others see it as a tool for concerned families to see who's packing. Depends on which side of the fence you are on. The US is a place saturated with firearms, is it wrong for someone to therefore want to live in an area where they are reduced, for whatever reason. Don't deny some people the peace of mind or whatever they want, of course most people would rather label those people as criminals who want easy targets.

Except this circumvents the point of a conceal permit by undermining the element of not knowing if a person is armedor not (which is a great crime deterrent).

But, upon realizing that there are already far too many guns present (both legal and illegal) in America to ever realistically hope to control guns, it actually makes far more sense to continue providing a legal and open means for people to have guns.

The point is...  any attempt to control guns at this point in America inevitably hurts law abiding citizens more than it hurts criminals.

That simple fact is something that this Jewish lawyer apparently doesn't realize or doesn't care about.  He's not really doing this for the sake of making his city safer -- he's just doing it for his own ego and paranoia.

It is the pistol permit list, and does not include rifles, shotguns, etc...

I looked into getting a pistol permit in Monroe county of NY, but I was going to be looking at over a year for the processing.  To complicate things, I went to college here (all my friends left town), so I didn't know enough people who still lived here for the 3+ years required.  And I know I would have been denied a CCW permit regardless.
