The general theory is that at best Obama is spending America into massive unsustainable debt.
So the point was that those local L.A. small shitburg leaders paying themselves 800k per year are doing different thing towards the same end as Obama is; bankrupting government t force change.
Myself, I think the feds, or the central bankers, or whomever exactly is in charge wants nothing more than a nationwide riot as they are eager to try out martial law. Such revolutionary activities would do little more than expand the police powers and overwhelming force would be used ( see Waco ) and more authority would be seized.
