A few days ago, on the news, a story came up. In Chevon (Or a similar name) lake, a man and a woman took their boat to a friends party. They docked it and everything. Eventually, they decided to leave. They drank about 8-10 cans of beer while on the boat, as were discovered when police salvaged the boat. Neither the man or the woman wore life jackets. They drove through 1 or 2 docks (sideways) before grinding to a halt. The man died (started to drown, was pulled clear but died on shore I think), and I can't remember what happened to the woman. For some reason, no friend raised a finger to stop them when they left the party wearing no life jackets.
Maybe, what if we designed special lifejackets? Each life jacket or PFD has three buckles. We can put a laser sensor inside each buckle. Untile every life jacket on board has their straps on, the boat will refuse to start. If a person removes one or two straps while on the boat, it will continue to run, but if they take off their life jacket, the bpat can notify the driver. The same could apply to seat belts. Even better, if the seat belt was unbuckled for too long while driving, it could notify the police.
