I would call a plumber. It sounds like you have amajor design flaw in your plumbing. Is one side of your house sinking or something? Waste water is routed by gravity. There are no valves that open and shut.

The crap and water would somehow have to pump itself up into the other toilet bowl, unless you're saying the crap water ends up in the top bit of the other toilet and when you flush, it flushes the crap water from the other toilet into the bowl of the victim toilet, nasty.
