Reagan was at an International Economic Summit. So he was at least at work, dealing with (first hand) an economic situation as bad or worse than the one we're dealing with today.

Bush Sr...no excuse. He should've been there.

The Bush Jr thing has been debunked. He was there.

Regardless, the POTUS is Commander in Chief. He controls his own calendar. There are a handful of dates he should circle each year and tell his staff "Make sure I'm in town on these dates. Make sure I'm available for these events." The wreath laying at Arlington on Memorial Day is one of those.

Neat work when you're so poor you have to work to get through college but can still afford a wife and child.
