A sixteen year old can get what is called a Learner's Permit that limits them to driving while with a parent during day time hours. People under 18 can get a 'Junior License', which has a few restrictions on it--like when you can drive, with who, etc... They also get a 'Junior Permit' before that, which has these same restrictions and a few extras. Basically, you can be licensed at 16, but you are limited.
