Work harder now, see what schools you can apply to that are realistic when you're a senior, if your pickings aren't great just go to community college and then transfer.
Chances are your local CCs probably have articulation agreements with U of Illinois that guarantee transfer of your credits and classes from the community college to Illinois. They might also have guaranteed admission agreements where if you take certain courses and get a minimum GPA you are guaranteed a transfer.

Go to Southern IL Uni. a couple of my high school buddies went down there in Galena. They told me it was a party school...the professors cater to the student's party habits, of course that was like 25 years ago.
I find it ludicrous that there are application fees. I hated that when I was applying for uni in the US. As if tuition isn't high enough they also charge you a non-refundable fee just to get them to look at your application.
