Teasing and harassment aren't the same, there's a line which gets crossed very quickly.
Don't understimate the effect of relentless harassment over weeks, months or years.
From one perspective it may seem like a little occasional hazing, from the other it can seem relentless - it can happen any time or place, the victim has no idea when or where and is under unending stress, the effect is like combat stress except it affects a childs developing mind, not an adult.
A kid in my year at school hanged himself after two weeks at the start of the year, the school managed to evade responsibility but it was a shitty place - the perpetrator came from a very rich family in the US and is now a big cheese in the Californian govt - pm me if you're interested.
I saw multiple occasions of teachers blatantly turning a blind eye to it and and multiple times where the teachers involved themselves in both mental and even physical bullying of pupils.
The teachers were also involved in sexual abuse of the younger pupils and 'relationships' with the older ones, but thats another story.
