Why not set a timeline and if a mod hasn't posted he loses his mod status? It's not fair for someone like Breez to just randomly come back and post something, not realizing any other user or mod would get flamed for doing it, then ban everyone. He has no idea what bf2s is anymore, so he bans for shit that was an issue years ago, and has since become fairly normal.
Personally, I think the several regular mods are doing a fine job and we're all so used to them and I'm sure they're used to each other, so they've got a good team going. No need to have people from the past come in and throw a spanner in the works.
