Not really. The only reason Alonso couldn't pass him beforehand was due to the engine temperature he was getting in his Ferrari because of Vettels dirty air. With 17 laps to go, you saw how Alonso started pushing on Vettel and got the time down to 1.551s, but then Ferrari radioed him and told him to cool off because the engine temperature was getting too hot, which made him lose a second to him. It was unfortunate that Vettel lost power to the car, but the fact remains that Alonso had a lot more power in his Ferrari and should have overtaken him eventually without the power loss. You saw how easily he raped Vettel when he saw the opportunity to overtake, and then his 16 second difference to Massa showed how his Ferrari packed much more of a punch than it was showing when he was behind Vettel.
Vettel was unlucky, but in no way was he meant to be the deserved winner; you can't say that with 17 laps to go.
