Ain't just California with emissions, bro. But yea, getting something street legal simply depends on the DMV it's being registered at.
Street legal by the standards of, say, 90% of the USA isn't so bad. The other 10% of the USA (California, New York, Kennedy-achusetts, etc) are fucked up crazy anyways.
The rest of the USA tries real hard to ignore them.
