I want to get a driving game for my PC for xmas. I like the ones where you have to build your cars up from the base model. I think it was Grand Tourismo or some shit that I used to play and love. I think it was on the origional Playstation though. That's how long it's been so I'm kind of out of the loop. So is there a new version or a better game that I should buy? I'm also going to need a steering wheel with gas/brake pedals. I'd prefer one with force-feedback or whatever it's called so it feels real. Budget would be around $150 for the steering wheel controller.

Oh, In that case I'd say Grid or Dirt 2. I've played grid and its a pretty awesome experience.

I only played the demo for Dirt 2 but I loved it.

Gets my vote.

If you had a 360 I'd say Forza 3 hands down though.

Dirt 2 hands down ...

I never had such fun with a driving game for a long time, both offline and online are spectacular ... the comments from the other drivers, the different handling on the cars, good variety of tracks and driving modes ... the challenges will keep you occupied for hours ...

Not much to do with the cars except liveries, dashboard toys etc ...

If that's what your really looking for then Need for Speed Shift is what you're looking for.  Dirt 2 and Grid are good games (at least in my opinion) but but don't have upgrades and all the cosmetic tweaks like you seem to be looking for.
