Bullets aren't soft. They're very hard but when they're slowly down so fast through liquid they just deform. If they are hitting something rock solid and coming to such a quick stop they will also deform. Simple physics, think about a car crash.

Hollywood is full of shit, don't believe everything you see.

jk jk Delta Force 1 and 2 were the most realistic movies EVER! You could shoot an M60 from a heli and hit 3m away and it would still kill the guy!
