They'd rather have him take the bus because at least the city is making money off him, biking just wears down their sidewalks and creates a nuisance to drivers.

But this is bullshit, if the kid want to bike to school, let him, as long as he isn't trying to pretend to be a car. If he stays in the bike lane/sidewalk then I don't see what the fuss is all about.

That's a moving roadblock...its signals us to slow down and stop. Once everyone stops they usually get out and take the ladder or whatever is in the way off the road. Or block everyone from going past him because there's an accident/shootout/hazardous spill/bridge out because of an earthquake/bridge out because of a mudslide/bridge out because of piss poor management by the state of said bridge/etc...
