The media, but I can't help but feel there was something else that happened that we're not being told about.

Media. Period.

The USCG is under no requirement to notify anyone they are having an exercise, except for those they must coordinate with for airspace and waterway clearance. Period.
They're under no obligation to do do, however that doesn't mean that on 9/11 of all days it'd be a bad idea to do so. Yes, it's mostly the media's fault, but that's not to say that the Coast Guard couldn't have used some sense. People freaked out when Air Force 1 was flown over New York, why would a boat chase on the Potomac be any different?
This is worse than AF1.. it was actually reported as an attack without verification.

The Coast Guard did absolutely nothing wrong. The only thing that makes September 11th any different from September 12th in this regard is sensationalism of the kind that lowbrow outlets like CNN thrive on.
Again... if you saw something that appeared to be an attack, wouldn't you report it?
It was a god damned boat. One single god damned boat. What if someone had been robbing a liquor store in the same area? Would that also have been reported as a terrorist attack?

When a media outlet causes multiple law enforcement organisations to respond to a report, and causes air traffic to be temporarily shut down, then no argument you can make can take away from the fact that this was sensationalist and absurdly over the top.

Would I report it to the authorities to be investigated? Yes.

Should the media broadcast unverified reports to an audience of millions? No.

Common sense would suggest that they do need to notify the media though.  If you see something that appears to be an attack, wouldn't you report it?
No. Common sense would suggest that they notify the DC police, FBI, and DoD. Which I'm sure they did.

Nothing appeared to be an attack. It appeared to be a few boats making high speed circles in the Potomac...which happens all the time in that area.

...if I saw a something that "appeared" to be an attack, yes.
NOT if there were already MULTIPLE USCG(in this case) units on scene. It would just unnecessarily clutter up the dispatch.

Also, in regards to common sense, I like how CNN reported that there were no less than 10 shots fired, while the coast guard said that not a single shot was fired. Also, it's easy to say that you called but didn't get a response. So, that argument looks great for them after they already fucked up the number of live rounds fired.....

Alrighty then, I don't want to hear any of you complain when the media doesn't report on something then, because it might just "clog up the dispatch."

It was reported on CNN here that shots had been fired, that CNN had contacted the coast guard press office who had been unable to say if it was an exercise or not.
Not sure how much of that is true though.

CNN. They could have called the USCG or MPDC and asked if there was a training exercise going on or something.

If they really did do that, then the blame would lie on whoever they contacted.
