How come when marine gets banned his title gets changed to Banned, but when anyone else does it stays the same?

Nah I mean they normally do it when it's a perm like sams, but marines is only a temp.

Certain returning members ( see Ig ) are allowed back in because underneath it all we see that they are cool. Certain are allowed back because of pity, and others perhaps as shark bait. Some are just given multiple chances, and they fail. Yes, some may return via devious means but the identity always becomes known by the character of the content they offer.   I mean, I smelled a rat in jswanson day one and the insider trolls know that to be true.

I don't see how Sam was allowed as many accounts as he got. He just trolled with all of them. Whatever came after Samtheman53 should have been his last.

Clear the ban list. Let everyone back.

This makes no sense.  You're basically contradicting your own statement and rules.  You're saying that you can continue to break the rules and get perma banned but you will eventually get let back in because you are popular even though, it is likely you will do the same thing and get banned again?  However, if you aren't apt to say things like "fail, wat, lolwut" or other internet e-peen nonsense, and basically aren't as popular, you will get banned permanently no matter what unless you come begging to get let in?  Interesting logic.
