She is saying that she isn't keeping records of what people are sending in, because an admin keeping records of citizens is illegal. She goes on to say that all of what is sent in is deleted (not being kept as a record)- But it's illegal for an administration to delete archives... As for who has been oppressed, we don't know. Or will ever know.
People need to get some education on not just the provisions of the Patriot Act, but also the governing US Code that was not in any way altered by the Patriot Act.
