The person in the OP has not commited a crime in regards to paying for his car. Even though it was an obvious attempt at the guy being a smartass, he didn't commit a crime.

Hardly takes any time, I don't know about you, but a lot of places that need to deal with money on a regular basis have machines that count money by weight. Simply put the pennies into said machine and presto, in 3 - 6 seconds you have an amount. Bag it, tag it, move on with life.
IF a case like this made it to court, the judge would tell everyone to grow the fuck up and dismiss it, or, fine both parties for wasting the courts time.

If you are prepared to deal with a douchebag like this, who would most likely call lawyers and everything, then go right ahead, just don't be suprised when you get reprimanded and punished for your actions. I'd also like to say I deal with shit like this daily, but if I'm working, I act professionally. Outside of work is a different story.
I enjoy a decent debate, you stepped up and offered a different point of view which is good.
