That depends on what you mean.

Pakistan doesn't usually enforce Sharia Law; however, as part of an agreement with militants a few months ago, they agreed to let tribes in rural areas enforce it.

Of course, the militants didn't uphold their part of the deal and nearly invaded the capital.  So now, the Pakistani government is fighting the militants, but Sharia is likely the de facto law of the land in many isolated regions.

@m3thod, Pakistan does not hold true to Islamic law so in that respect, it is not an Islamic country.
@Turquoise, yes they agreed to allow Islamic law in swat valley and another town but that not adequate enough to say Pakistan is an Islamic country.

If by saying they don't have an Islamic government, I agree.  But culturally, they are an Islamic country.
