Just a discarded, burnt out actor of a bygone Hollywood-era- one cast aside by the torrent of genuine method-actors and dramatists. Seems like a broken man with an ego-conflict between him 20 years ago and his public persona/fame in the present. Shatner is a weird guy, personally as someone that has never seen the appeal in Star Trek, I just think he's a shit actor with a big personality.

Shatner got his way back into the limelight with Denny Crane in Boston Legal which proved him to be a pretty decent actor so I wouldn't call him discarded or burnt out. Sure he's always had the James T Kirk shadow but he deals with it fairly well.
To be honest I don't know what to really make of this but I have to say that if Conan O'Brian was worth anything as a talk show host he'd know how to handle a difficult guest. Hot tip: Jumping up on your desk and shouting "What is wrong with you?" isn't a sign of a good talk show host.
With Boston Legal finished now I imagine Shatner's career is in limbo. I don't know about his talk show but I doubt that it's something "big". This O'Brian thing was probably just a publicity stunt either to gain people's interest for Shatner's talk show or make it financially "interesting" to have Shatner as a main character on another TV series.
