I do feel like there is more to the story than meets the eye.

Perhaps she realized that shooting one man will not likely cause a revolution when the real powers are still alive and well.

If she wanted a revolution the best way to do so isn't to kill the president. That just creates sympathy for the deceased.

You also need to make sure you have a strong backing of people who also share your views. A few leftist extremists from San Fran isn't going to cut it.
