Up to the Russian defeat they were largely funded, armed etc by the US.
Without the US they would probably still be armed with .303 rifles, not Stingers etc. Saudi money and Pakistani involvement couldn't have defeated the Russians alone.
After that point US involvement pretty much ceased, which was doubly stupid and left Afghanistan wide open for the mullahs.

He did receive extensive funding from Saudi Arabia and the Saudi GIP (think that's them) who channeled it toward Wahhabi extremists, as opposed to the ISI who just pocketed the majority; and promised to match US funding dollar for dollar.
Oddly enough one of the USA's strategic advisers fairly close to the ground wanted to keep the Afghans using the .303 rifles. Mostly because they were far more effective both economically and militarily for the guerrillas to use.

The US provides funding, Saudi matches it, that makes them even - except the US set up the deal - so they have the initiative and the major role.
So the US is the major player - simple enough?
Furthermore, the US also engaged in a deal of behind the scenes arm-twisting, leveraging, coordination, planning etc while the Saudis sat back and just provided cash.
Again, the Saudis are the minor partner, the US the major partner - got it now?
