Both.

It really depends on how people run their servers but most servers run by BF2CC would only ban by CD-Key.
However any admin can manually ban an IP or even a set of IPs by entering * as wild characters.
If you are banned by PunkBuster or via PBSS then your CD Key would be globally banned across all PB streaming servers and your information is publically viewable. Such as every account you logged into using your CD key or IP. Why you were banned, the screen shots or information that incriminate you, as well as the servers you were banned from.
Also the message you get from joining a server that banned you would say excessive team killing but that is a default message given to anyone that has been banned.
You can appeal punkbuster bans but 99% or 100% of the time they would deny your appeal. You could probably appeal bans from individual servers from their own private forums or something as long you wern't really hacking and such.

Optional, plus player name. GUID bans are issued by Evenbalance and globally ban a players CD key from being used on any PB server. Admins can ban a players GUID, IP, and or soldier name locally. Originally PB would also ban hardware, but they got into trouble for that and it is no longer allowed. They would ban your HDD serial, NIC MAC address and possibly your motherboard . When that happened a player banned in BF2 had to get a new computer or spoof hardware, to play any online game on a PB hosted server.dondon wrote:
