TBH, why not just have an unlimited budget, but have an incremental affect on constructors points at the end of the season. For instance, if a team  built a car for under £40m, they would have a constructors multiplier of x1 (i.e. as they are). If another team built a car for £50m, they might get a multiplier of x0.9 (i.e. 100 points x 0.9 = 90points).

This would allow budgets of whatever, but provide an incentive for designing at a lower cost to get maximum points out of the constructors, because, afterall, the constructors is a reflection of the design and build of the car, team effort, reliability, etc etc.

I dont expect Ferrari, or anyone else for that matter to leave F1...unless for monetary reasons.  The FIA always come with some wierd off the wall shit and when FOTA balks, the FIA backpeddle.

We'll see what happens, but truly, I think this is all a bunch of BS imvho.

But you take away the budget cap, and we'll be back to 20 or 22 cars, few if any new teams.  These recent announcements were due to the proposed cap.  This cap seems to be the big sticking point.
No cap, we keep the current teams, with cap, we may lose a few, and gain a few...time will tell.

On the surface, this sounds like "too good to be true"...but think about what this could do to the car as it relates to balance and sheer drivability.
What would you do?  You've already a car that runs Very well, do you keep it as is?  Or do you run KERS, which could adversely affect the handling on the car, and or reliability?
Tough choice imo, but I'm sure Mr. Brawn will figure it out.
