Why have only two people mentioned Pompey? He managed to clear the entire Mediteranean sea of pirates (it was completel full of them and they kidnapped all sorts of wealthy people (e.g. Caesar) and held them to Ransom, Pompey was given the full might of Rome and granted 3 years to clear the sea, he did it in 3 months. He also took over from Lucullus in the east and created a set of states that would last pretty much unchanged until the 14th century (Byzantine empire).

Though Lucullus was also a kick ass general. Caesar was good but i think Pompey was better, even if he was known for stealing glory from others (like Crassus who kicked the ass of Spartacus but pompey rode in and killed the routing troops then declared himself the hero of the hour.

Hannibal was pretty awesome though although he was only allowed to remain in Roman territory due to political infighting in Rome itself.

There was another Roman who's name I can't remember that was pretty awesome, he basically rebelled in Spain and got the entire provinces support, he held of the might of Rome for 7 years of near constant battles. Though he was eventually assassinated.

I should learn some more modern stuff I think.

EDIT: I'd written Cannibal...

No doubt Togo was great admiral, but Russian fleet at Tsushima was barely an orginized naval force - crap ships, crap crews, crap commanding officers.

Leonidas did nothing to help the Greek cause he was simply a sacrificial pawn sent by the Ephors who held the real power in Sparta that showed the rest of Greece that they were helping, Sparta in the mean time was building a wall across the Istmus to protect itself whilst Athens navy completely and utterly demolished the persian fleet so Xerxes had neither the command chain or supply line to carry out a full scale assault on mainland Greece.

I am sorry, but Alexander just steamrolled. He was no doubt a great leader, but I doubt he was the greatest tactician.

Nelson came up with one bright idea, then died executing it, so in my opinion he doesn't qualify either.

Hannibal does, as do Augustus, Salah E Dinn, Hannibal Smith (), Leonidas, Qi Chi Huang, Patton, Jeanne D'Arc, Napoleon and some Russians and Japanese Samurai I forgot.

Ghenghis Khan and Alexander the Great!!! hands down!!! also Hannibal. He is up there 2 he did a lot but he couldnt defeat Rome aka Punic Wars.

Also King Alaric of Visigoths for sacking Rome, after 800 years of Roman dominance!!!

Harald Hardrada and Erik the Red for their Viking accomplishments. oh yeah and Attila the Hun for plundering the Roman Empire.

Rome fall not due Alaric's or Atilla's awesomeness, but mostly because of internal problems aka corruption, lack of talented emperors, economical crisis (dejavu?) etc.

Evidently the manoevre itself wasn't remarkabel, and like you said probably not even deviced by Leonidas. However the fact that he held out five days with 300 Spartiates and perhaps a couple of thousand helots against the Persian army of one million (which even when grossly exagerated still leaves about one 100k) including the 10k immortals, and the fact that he continued to stand ground till the bitter end is. And even though he might not have won or made any direct contribution to the panhellenic war effort, the act was decisive for the outcome. He bought the Greek coalitian, especially the Atheneans, Thebans and their Boeotians and Attic allies, valluable time to regroup and in the process crushed Persian morale.
