The UN scientist is convinced that the swine flu virus, A-H1N1, and Ebola and HIV viruses were in fact manufactured biological weapons.

As proof, they state that the usual process of transmission is that the virus is transmitted from a pig to a human, which is not the case in this outbreak because no case of a pig being infected with the A-H1N1 virus has been registered. Furthermore, the A-H1N1 virus partly contains American pig genes, partly human and bird flu strains and the virus of the Euro-Asian swine flu.

A "subtle" bio-weapon isn't a weapon at all. A virus that spreads slowly and kills slowly is a hazard to those that released it, and ineffective at stopping the enemy.

A fast killing virus makes a poor pandemic because it doesn't have time to spread from host to host effectively. The faster the virus kills you, the less people you can come in contact with in order to spread it to.

Been a few occasions in recent times where things like this where shown to have atleast some root's in government. Anthrax and foot and mouth spring to mind, all be it by supposed rogue scientists.

That means very little, in fact, if anything, that would aid the conspiracy theorists' cause. The main reason freakish viruses remain freakish and little more is because they have such a high mortality rate that they burn themselves out. For a true pandemic, you need a virus with very high transmissability and moderate mortality (10% is very, very, very high for flu) - Spanish Flu, the most deadly pandemic in history was a virus very similar to this one (H1N1 and/or H2N1, killed 100 million+) had a mortality rate of about 5%... but it managed to infect about 1/3rd to 1/2 the world.
