It's like Tom DeLay. He's still popular in Texas despite being equally as much a scumbag. (Granted, Tom thankfully got kicked out of office for corruption.)
I'm no fan of politicians, but at the end of the day, the people who can be blamed the most are those who keep re-electing incumbents that are full of shit. I agree that Frank needs to go, but so do so many others, and it will only happen if the constituents of each district really take a hard look at their representatives.
The fact that the House usually has a 90% re-election rate shows that people don't pay much attention to what their representatives are doing. Congress's approval rating is low, but people love to defend their individual representatives.
Every once in a while, a lot of people get voted out. This happened in 1994 and also in 2006, but it usually requires that things go completely to shit beforehand.
