The only articles I read regarding the Iranian Nuclear program stated that the Iranians had enough low-enriched uranium to biuld a nuclear weapon if the Iranians were to enrich it further. That the DNI had to clarify media reports shows maybe that people who read the articles took it out of context. The NIE intelligence has been consistent on this issue. The NIE report in 2007 stated that Iran did not have highly-enriched uranium and might have enough low-enriched uranium to produce 1 weapon by 2009 - basically their forecast in 2007 was correct.

1-2 bombs really isn't deterring anything. It's a move for perceived power - it gives them status in the international power community. The worry is that they could sell technology and/or material to rogue groups/states. Whether or not that is a valid threat is debatable.
