There was never any such thing. Wherever a President goes, he has everything he needs to fully execute the duties of the office...even on a ranch in Texas...like LBJ did.

Apparently Clinton (according to a secret service agent) was quite the drunk too (behind closed doors). 

Clearing brush is a bit different than going to a basketball game drinking a beer.  One is entertainment involving a mind imparing substance (that hurt to type) and the other is manual labor.  Who knows, maybe that was how Bush though through stuff while working the ranch. Just because he was at Camp David didn't mean he stopped caring about the nations problems.
