Well (28/800)*100 (the formula for finding a percentage for all you math geniuses) is 3.5
Meaning that your gun will fire 3.5% faster, or 1.035 percent faster.
So, you are willing to sacrifice visual quality for a 3.5% increase in a single variable, and increase it by such a small amount that it will only make a difference if you both start hitting each other at the exact same time and both never miss. Through in head-shots, recoil, deviation, the lag and the compensation there of and you realize how little this affects your game.
So in the end, you're best off just going for an FPS that is between 30 and 60 and not worrying about this shit.
That's like what, an extra 6 inches at most?
