The al-Qaide-linked terrorist group Abu Sayyaf has reportedly asked between $5 and $10 million ransom for the release of three workers of the International Committee of the Red Cross they kidnapped last month.
The Muslim secessionist group Moro Islamic Liberation Front (MILF), which is helping the Philippine government negotiate for the release of the kidnapped ICRC workers said the bottom line of the abduction is money.
Khaled Musa, MILF deputy spokesman advised the government to negotiate with the kidnappers on the basis of the interest of the victims, which is money. The government has maintained a no-ransom policy on any kidnapping case.
Musa said the government is now in a dilemma because it wants to go after the terrorist group using its military, but does not want to harm the victims' lives. At the same time, its no-ransom policy is not acceptable to the kidnappers who only want one thing, and that is money.
He said it is very rare even for a terrorist group to use kidnapping as a political tool.
