Dogs, as with all animals, are creatures of instinct and training.  Dogs can be trained fairly easily, but their instinct is only suppressed by training.  Don't screw with their instinctual responses, and you'll be fine
How is everyone who comes into contact with someone elses dog going to know what their instinctive responses are?

There have been plenty of cases of people who think they know their dog finding out they don't.
I've known and known of enough people having serious attacks that I don't want one in a workplace.

Highly trained working dogs, bred for docility, with a handler, OK. They aren't risk free however

Of all the dog owners I have known only one actually bothered to train his dog as they should be, nevertheless his dog did run off out of control and kill a deer, on a school playing field - could just as easily have been a kid.
Doesn't really fill me with confidence about dogs and their owners either.

A good deal of people seem to have dogs as vanity/ego things to show off to other people.
Hence the need to take them into work I suppose.

Man you must live in crazy dog central, or a large dog pound disguised as a town. In 18 years and the hundreds of dogs I've come across I've only ever had one run up to me and jump up my front, and all that did was bark because it was excited. I've had dogs take hold of my the base of my coat, my sleeve or my trouser leg before but those were playful actions. They're called man's best friend for a reason you know.

Actually the average IQ of a person has risen significantly according to the Flynn effect.  During 1932 only 3% of people were defined as having very superior intelligence.  In 1997 they took a representative sample to take the Stanford-Binet test (1932 IQ test) and 25% of the individuals were defined as having very superior intelligence.

Really?  INSTINCTUAL response.  The natural one...the kind of response common to all normal dogs (again we are not considering rabid animals, but domesticated dogs).  Domesticated dogs only become dangerous when someone or something activates their territorial or "fight/flight" response.  Humans have widely understood these responses since the beginning of recorded history (i.e. don't run toward the growling dog to try to pet it).

Why not. If you can prove that they aren't too distracting and otherwise do not inhibit yours or your coworkers' schedules, it's fine by me. After all, it's legal to live in toxic LA, so what harm is a dog going to do...

Crowded office situations and high customer density will obviously inspire a company to ban the practice without any government nitpicking. As to health reasons..."say, Bob, do you have your shots?"

He just wants somewhere warm to sleep and he'll eat the mice, is very quiet, mostly, and is great with kids, again mostly.
As long as you understand rattlesnake psychology - if he's a'rattlin its not time for a'ticklin - and don't tread on him you'll be fine
