Hammer > All other map editors for any game. Its like a proper CAD program.
However, unlike say, BF2 editor, its not as easy to learn. Theres a lot more issues with regards to engine limitations, etc. I.e. dont use certain tools if you want the map to run smoothly and not a lag infested POS.

It's probably the best FPS editor I have used, better by far than UnrealEd, Radiant, Bf2editor. It's user friendlyness is comparable with the WC3 editor and ElderScrollsEditor.
If you decide to map expect your first bunch of maps to not be great, you need to have the time to do all the things that make a map look great. Ie sorting out your lighting, adding overlays, adding little details, adding a 3d skybox, making displacements look more realistic. Im far from great at mapping with Hammer as ive only been doing it for a year, but I would say im getting good.
FPSBanana and Interlopers are both good for help, FPSBanana is actually far better as long as you ask in the right places, there are really good designers on interlopers but don't expect to ever get a word of advise out of them. FPSBanana has a really helpful group http://www.fpsbanana.com/clubs/12 someone is bound to have an answer for any question you have.

Where do you get hammer exactly? Is it the Source SDK base or something else that you gotta download from not Steam?

Crashes a lot. It's probably the best you'll find these days though.
