I would say that enhanced SpeedStep thing came into play but that seems a little steep.

Ussually a circular battery near the bottom of the mobo amirite?
If it is its still in there, this has really got me guessing.

This happened to me too when I first bought my rig....I forgot what I did, but once I OC'd my CPU it went away.

It did/probably does that on my too, I can't remember if I saw it on CPU-z or something else, but it was basically going from a multiplier of x6 back up to x9 I'm guessing determined by CPU load.  It's probably some power saver thing through the mobo though - i never really looked into it much/cared because I didn't notice any poor performance

Just another one who doesn't know what C1E/speedstep is, and doesn't know how to load your CPU. Run Prime95/Orthos and you'll see it bounce up to 10x.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

Maybe but in his case its probably Vista. Now its been awhile since I used Vista but to disable that you need to go under power settings in Vista.

I went to energy options in control panel, and turned it to "High Performance"
CPU Z Still displays 1.6GHz, and I'm running TF2 atm.

It's not Vista. Go into your bios and disable C1E and EIST.
