The 90's saw Waco here Genocide there. Doogie Hoswer was a hit television show. People were buying cable de-scramblers by the millions.
I would define the peak of our society as the moment when Gorge Washington gave his farewell address.
I'm looking mostly at economics. The economy performed consistently better in the 90s than this decade has or the 80s, 70s, or 60s. The 50s were comparable in economics, but socially, they were worse by far (segregation).
The 90s were essentially a rare period where economic success and social equality were relatively high. I'm not saying they were flawless though.
George Washington's time had slavery, so I can't agree with you there.
