If this is going to happen, I think it should be done with issues like the current US president candidates, ie Healthcare only forum issues, such as:
Spam
Bans
Everything Else
Honors
Topics like these etc. Then they can be perhaps forwarded to the mods (consider them congress) and then to the admins (consider them the senate)
