You may or may not find a better deal at a gunshow. I definitely wouldn't pay $1k for any USP unless it was a tactical, match, expert or elite.
your run of the mill 1911 with good parts like a Sprinfield Armory or Kimber shouldn't cost you more than $700, maybe $800.

You don't require a concealed carry permit to transport the gun, say to a shooting range and back. The stipulation though is that it be separated from the ammunition.
If you want to carry a loaded weapon you need to have a concealed carry permit. You also need to notify any cop ever that is talking to you that you have it so that he doesn't get surprised by it. You won't like a tense cop if he sees it poking out under your seat on a traffic stop. I don't think it's a requirement, but if you don't like getting shot or beaten, it's generally a good idea to divulge firearms and other weapons before they find them on their own.
