For my somewhat extensive personal experience with Southern California, 'carpool' in their language means drive rapidly and unsafely.
Honestly, car pool lanes are notorious in my opinion for their high speed, not the other way around. People still apply the 'nearest to the median is fastest' mentality to them, and drive at generally unsafe speeds.
That reminds of this classic incident in 2004 where someone was speeding, but didn't like the traffic in their lane, so they cut into the carpool lane across the solid yellow line, speed in the carpool lane even worse, and then cut back out when the carpool lane began slowing down. To top it off, it was a single driver. I laughed thinking of the potential 6000 dollar fines he would have received had he been caught.
In conclusion, Southern California drivers rival those of Boston and New York for worst in the nation. Geographically, of course, not demographically. Although there are a lot of Asian women in Southern California.
