We know foreigners are involved but I'm quite sure the violence between the Mehdi Army - a sizeable band of Shi'a militants of Iraqi origin - and the Sunni Ba'athist militants (also Iraqi) pretty much confirm the fact that this is a civil war. Took a while for all the Brits, Irishman, Italians, and etc to get along here in the US also. But it takes time.

BTW I'm not saying that America wasn't right to fight that fight, the taxes theBrittish Government were demanding were absolutely rediculous but again there are always going to be government/factions that seek to cause trouble for there own ends - thats just the world we live in!!
