I do some work with the local women's shelter. Maybe talking with them about your friend without naming her might open another avenue you haven't thought of.

In this country, if you call in that you heard someone screaming like you described, they would probably respond and I know they don't need permission to enter the house in certain cases, like an emergency, which may or may not be the case. Still, if you call the popo, nobody involved will know it was you.
