There has been many rumours that Cerpin_Text is fancy but no hard evidence really from what I know of.

Could this be the first step to the truth?

Yes it may be inconclusive but its a bit strange that Pollux and Cerpin have an interest in carrier strike groups

Police are not forcing people into the situations; the police are just responding to the suspects actions to catch them committing a crime.
