It looks to me like he is shooting from a vehicle, the way it moves after most of the shots...
most of the shots dont look like kill shots, to me at least.
as to why he dosent shoot the whole crew, my guess is so he dosent give away his position, also there is the if you injure one soilder it takes at least one other soilder to remove him from the combat area.
